| Description | Job Description: Manager / Senior Manager MEP Billing Position Title: Manager / Senior Manager – MEP Billing Business Unit: Buildings & Urban Infrastructure – EPC Location: Bangalore Experience: 10–15 Years Reports To: Head – Contracts & Commercial / Project Director Role Overview The Manager / Senior Manager – MEP Billing will be responsible for endtoend billing, measurement, and commercial management of Mechanical, Electrical, and Plumbing (MEP) works for large EPC projects. The role ensures accurate client and subcontractor billing, variation management, reconciliation, and compliance with contract conditions, in line with Tata Projects’ commercial governance, controls, and ethics. Key Responsibilities 1. Client Billing & Certification Prepare and submit client RA bills, milestone bills, and final bills for MEP works as per contract provisions. Ensure billing accuracy based on executed quantities, drawings, site records, and approved BOQs. Coordinate with Client/PMC/Consultants for measurement certification and timely approvals. 2. Measurement & BOQ Management Measure and certify executed HVAC, Electrical, Plumbing, Fire Fighting, ELV, and BMS works. Maintain and control BOQ consumption, rate applicability, excess/saving statements, and reconciliation. Handle itemrate, lumpsum, and hybrid EPC contract billing structures. 3. Variations, Claims & Change Management Identify, quantify, and process variation orders (VOs) and nonBOQ items in coordination with execution and contracts teams. Prepare supporting documents, justifications, rate analysis, and impact statements for client approval. Support EOTrelated commercial documentation with respect to MEP scope. 4. Subcontractor Billing & Final Accounts Verify and process subcontractor RA bills, ensuring correctness of quantities, rates, and deductions. Manage advances, recoveries, retention, taxes, and compliance with subcontract terms. Finalize subcontractor accounts and carry out quantity & financial reconciliations. 5. Coordination with Project Teams Work closely with Planning for billed vs achieved progress reconciliation. Coordinate with Execution, QA/QC, Stores, and Design teams to validate work completion. Liaise with Finance for invoicing, collections, cash flow forecasting, and audit compliance. 6. MIS, Reporting & Audits Prepare billing MIS, receivables aging, cash inflow forecasts, and margin tracking reports. Ensure complete documentation for internal audits, statutory audits, and client audits. Support monthly, quarterly, and yearend commercial closures. 7. Compliance & Governance Ensure adherence to EPC contract clauses, GST, TDS, statutory requirements, and Tata Projects’ commercial policies. Maintain transparent and compliant billing processes aligned with Tata values. Qualifications & Experience Educational Qualifications Bachelor’s Degree in Mechanical / Electrical / Civil Engineering Postgraduate qualification in Construction / Contract Management (Preferred) Experience Requirements 10–15 years of experience in MEP billing and commercial management within EPC construction companies. Strong exposure to commercial buildings and highrise projects (IT parks, mixeduse developments, premium towers). Experience working with Tier1 EPC organizations preferred. Key Skills & Competencies Technical & Functional Skills Strong knowledge of MEP systems billing (HVAC, Electrical, Plumbing, Fire Fighting, ELV) Expertise in measurement standards, BOQs, rate analysis, and EPC contracts Proficiency in MS Excel, ERP systems (SAP / Oracle preferred) Good understanding of GST, statutory deductions, and compliance Ability to interpret drawings, specifications, and contract clauses Behavioral & Leadership Skills Strong attention to detail and numerical accuracy Excellent coordination and stakeholder management skills Ability to work under pressure and meet tight billing deadlines High integrity, ownership mindset, and alignment with Tata Group values |
